Lobstermen surprised by NOAA survey

It's been a tough weekend for the lobstermen and the NOAA crew in the vicinity of the Cape Cod Canal (Cape Cod Bay side). NOAA's survey timing on the Thomas Jefferson unfortunately collided with the high season for lobster fishing.

It's shallow water, and NOAA is using a Klein 7125 with 3-4x water depth swath. Therefore, line spacing is tight (50 meters in the deeper water). With lobster gear paving the bottom too, it's a tough situation for both parties.

Should we require scientific survey permits for any type of surveying?
